Project Description:

The project aims to enhance good governance and sustainable development in various municipalities of Georgia, through capacity building and exchanging experience between local self-governments.

PMC Research, together with the National Association of Local Authorities of Georgia (NALAG) and the Latvian Association of Local and Regional Authorities (LALRG), are working to increase the effectiveness of the municipalities and meet the following objectives:

  • To strengthen networking and membership service capacity of the NALAG
  • To introduce the practice of performance evaluation for municipal services in member municipalities of the NALAG
  • To build the capacity of local Georgian authorities in participatory governance, transparency and identification of citizens’ needs
  • To promote the exchange of information and experience between local authorities through the national platform facilitated by NALAG

PMC Research is contributing to the success of the project by conducting the following activities:

  • Elaborating performance monitoring and evaluation system design
  • Consulting with stakeholders in order to agree on design and specifications of performance monitoring and evaluation system
  • Developing key performance indicators (KPIs) to measure the local government performance, achieved results and efficiency of services
  • Collecting KPI data and setting performance targets
  • Developing an IT platform to automate reporting of local government performance and results
  • Conducting training courses and on-the-job trainings to officers from pilot municipalities to improve performance monitoring and evaluation (PME) capabilities, and to enhance PME application when installed in the municipalities
  • Accomplishing initial performance evaluation across pilot municipalities and generalizing the data for subsequent decision making
